Three hundred personnel of the operation rainbow security outfit in Plateau state are being trained on standard operating procedures
The training by the kukah centre and Tetratech International Development followed series of engagements that aim to position the security outfit for effective service delivery
Operation rainbow was created in 2010 by the then Jonah Jang administration as a response to growing insecurity in plateau state.
In a move to strengthen its operation, the Kukah Centre in collaboration with it’s foreign partners carried out engagements that included a review and validation of its legal framework as well as formulation of a standard operating procedure.
Today’s event aims to train personnel of the outfit on rules of engagement as contained in the standard operating procedure.
Technical adviser at the kukah centre Mr Saka Azimazi said the trainees are expected to step down knowledge gained to the over four thousand personnel cut across the seventeen local government areas of the state

“We have done a baseline assesment of the capacity of operation Rainbow and some of the outcome of the evaluation informed our topics. Our most important items is to increase the number of this who receive this specialized training”
Earlier in a goodwill message, plateau state Attorney General, Philomena Dafi, represented by the asst director legal drafting, Konrad Kentu said the operation Rainbow occupies a central place in the peace architecture of Plateau state, hence the need to train personnel to act with regard to the rights and dignity of citizens.
“May this programme produce not merely a set of trained personnel but a culture of professionalism, restraint, legal compliance and civic respect that endures “
Representative of the plateau state peace building agency, Nantip Joseph who described the training as timely said it is in line with the national conversation on decentralising the policing system.

Declaring the training open, coordinator of operation Rainbow, Brigadier General Gakji Shipi, represented by head of economic empowerment and peace building Fadasah Othman charged the participants to pay attention, as the forum provides an opportunity to clear grey areas in the operations
” Here, they will build your capacity on the rules of engagement. It’s an eye opener, so when you go through that, please be attentive”
Speaking on his expectations, a participant, assistant superintendent Oga Enokela maintained the training will shape his knowledge of legal implications of his actions
” While I am out there doing my work I should know the legal aspect of what I am doing and how to implement it and see how I can relate with people around me”
The training is to last for five days
