A standard operating procedure SOP has been developed for the plateau state Operation Rainbow security outfit.
At the presentation of the procedure to security stakeholders by the kukah centre in Jos, various speakers harped on the need for synergy between security agencies for effective operational success.
The programme, midwifed by the kukah centre in collaboration with Tetratech international development is part of the strengthening peace and resilience in Nigeria, SPRING project and aims to strengthen the operational capacity of the operation rainbow security outfit.
A project manager with the kukah centre, Mr Terseer Bamber, said the programme which is also being implemented in Kaduna, Katsina and Benue states would be followed up with a practical training of personnel on various areas of engagement including arms handling
“The improving community security initiative for accountable service delivery project seeks to work with state sanctioned security operatives such as operation Rainbow to strengthen the legal framework that establish the security outfits and based on that strengthening, develop standard operating procedures that can guide the operations of these security outfits and based on the SOP, provide specialized training”
Presenting the document, a security consultant with the kuka centre, Zakari Tari said standard operating procedures are key, being that they are used to judge the conduct of personnel when issues arise .

He added, SOPs exist to guide the conduct of personnel and ensure synergy with sister agencies and the civil populace

” We know that security job really requires certain activities that may result into the breach of human rights and freedom as enshrined in the constitution, so the guiding principle will just ensure they operate within professional context alongsode national security organs”
Earlier in a goodwill message, the north central zonal coordinator of Tetratech, Sitdang Mujidang
Said the SPRING programme supports government institutions working to entrench peace in the society.

” Part of what we are doing is to look at that document as has been created by the kukah centre and then see how best to ensure that in each of these states we are piloting this project, we get a sense of what is the best approach for each of these states towards a coordinated response”
Addressing, the gathering , coordinator of operation Rainbow, Brigadier General Gakji shipi retired, represented by head of economic empowerment and peace building, Fadasah Binta noted the early response system developed by the outfit and effective collaborations with sister agencies have led to swift and effective response to security issues
” Operation Rainbow as we all know is tasked with the main mandate of early warning to enable early response. thats why we have security agencies virtually if not all but most of them belong in operation Rainbow”
Goodwill messages also came from the Plateau state Attorney General and the Plateau state peace building agency who described the development of the standard operating procedure as a necessary step towards operational efficiency in tackling insecurity.
Participants comprising security agencies, civil societies and religious groups later brainstormed on various aspects of the presentation and offered suggestions.
