The Economic Community of West African States (ECOWAS) Commission and OTL Africa Downstream Development Africa Ltd/GTE (OTL) have commenced discussions on a strategic partnership aimed at strengthening regional energy cooperation, enhancing energy security, and accelerating economic integration across West Africa.
The engagement took place during an audience granted by the President of the ECOWAS Commission, Dr Omar Alieu Touray, to a delegation from OTL, a leading pan-African downstream energy initiative. The meeting focused on fostering stronger collaboration between regional institutions and private sector stakeholders within the downstream energy value chain.
Senior ECOWAS officials who participated in the discussions included Acting Secretary-General Mr. Muazu Umaru, Director of Cabinet in the Office of the President Mr. Abdou Kolley, Director of Communication Mr. Joël Ahofodji, Acting Director of Energy and Mine Mr. William Baidoe, and other officials from the Directorate of Communication.
Led by its Chief Executive Officer, Joyce E.E.E. Akabogu, the OTL delegation highlighted the organization’s two decades of experience in promoting policy dialogue, investment facilitation, and structured cooperation within Africa’s downstream energy sector. The company also showcased its role in bringing together regulators, government institutions, investors, industry experts, and private operators to drive sustainable growth and development.

The meeting underscored ECOWAS’ commitment to building strategic partnerships that bridge policy, business, and development objectives, in line with the regional bloc’s Vision 2050 agenda. Both parties emphasized the importance of collaboration in addressing energy challenges, improving access to energy resources, and creating opportunities for economic growth across member states.
Observers say the prospective partnership could serve as a catalyst for deeper regional cooperation, increased investment in energy infrastructure, and enhanced resilience within West Africa’s energy sector, ultimately benefiting millions of citizens across the region.
